They did not support the Reconstruction Act of 1867. As a result, most of the delegates were Republicans. Out of a total of 1,000 delegates at the conventions, about one-sixth were carpetbaggers. The majority of delegates were scalawags, and 265 were African Americans. In Louisiana and South Carolina, blacks were a majority of the delegates. But in most states, they made up only 10 to 20 percent of the members of the conventions. More than 80 of the black delegates had been slaves before the Civil War.
